Paul Kibuuka is a tax and corporate lawyer, tax policy analyst and the Chief Executive of Isidora & Company. He has more than a decade of experience in providing strategic tax and legal advice to foreign, Tanzanian and multinational companies, government agencies, diplomatic missions and multilateral institutions including representing investors in tax and commercial litigation throughout the United Republic of Tanzania.
Paul has represented clients in the banking and financial services; energy/oil and gas; mining, real estate and construction, tourism, manufacturing and agriculture sectors, as well as, in corporate, investment and shareholder disputes.
He brings valuable perspectives and capabilities to deal transactions, and his deep interest in issues at the interface of law and economics means that he's able to offer an interdisciplinary outlook on tax and commercial cases and deal transactions.
For close to two years, Paul contributed a weekly column about general business and corporate law issues in Tanzania's most influential English daily 'The Citizen', where he now contributes a new special column "Tanzania in International Tax Law". He studied Law at the University of Dar es Salaam where he graduated with a Bachelor of Laws (LLB) Honours degree in 2006 and received the Tanzania Ministry of Science, Technology & Higher Education Prize; the Tanzania Breweries Limited Prize; the Sheikh Muhammad Zulfikar Khan Prize; and the Mondlane International Law Prize for being the best overall student in the law class of 2006. Paul is currently pursuing a Master of Laws (LLM) degree in Taxation at the University of Dar es Salaam.
Paul completed his pre-university secondary education in 2001 at Kiira College Butiki, earning Triple-A and B ("AAAB") in History, Economics, Divinity & Literature in English. This paved the way for his full scholarship from the Inter-University Council for East Africa, to study at the University of Dar es Salaam.
He is a member of the Tanganyika Law Society, East African Law Society, International Bar Association, and International Tax Planning Association.

Lilian Kyaruzi is the Legal Director at Isidora & Company and the head of the firm’s Transactions practice.
She advises clients on corporate, commercial and financial law, including advising private equity, banking and insurance, development financing, and local and foreign investment issues.
Lilian graduated from Mzumbe University with a Bachelor of Laws (LLB) degree in 2014.
She successfully passed the Law School of Tanzania programme and she was awarded a Post-Graduate Diploma in Legal Education in 2018. Lilian is an international development enthusiast and she is currently pursuing a MA. degree in Development Management at the University of Dar es Salaam.
Her Transactions practice at Isidora & Company focuses on Mergers and Acquisitions (M&A), acquisition financing, capital markets listings and other transaction and regulatory matters.
